"Members" is capitalised, indicating a defined term, but there is no  
definition in the preceding section of the policy. Do you mean  
"Participants" (which is defined), or "Members" as defined in the  
Constitution (4.1)?  If the former, is there an intent to identify  
one or more leaders who are the contact point for the project, and is  
there a requirement that someone with Contributor status be involved?
