I think I could have phrased that better - on the 14th the set of valid grants was the union of the existing data in auth and the grant updates that were logged in defect. By the 20th we'd corrected any inaccuracies in auth and entered all the data from defect into auth. As none of the grants either started or finished between the 14th and the 20th, the list of eligible CCs is the same for all dates between the 14th and 20th.
