Again, this is what I'd been assuming we all understood all along. It's up to every "collective" to decide what justifies Contributor status; it's up to the OGB to check their decision is superficially sound; the best way to do that is to provide guidance. "Collectives" who don't agree with the guidance then need to have their decisions checked by the OGB. S.
