I haven't read about the specifics on this in the constitution, but if I can 
only be a CC in one group, I'll choose the LDoms community. Mainly due to the 
amount of effort I've been able to dedicate to it.

+1 - this was the view of last year's OGB when it came time to
consider OGB "at large" contributors.

The constitution says
    7.3. At-large Community. A standing Community Group, named the
    "at-large" community, shall consist of the current OGB members and
    any Core Contributors so named by the OGB. The at-large community
    shall have the purpose of recognizing general contributions to the
    OpenSolaris Community and a scope encompassing all activities
    of the OpenSolaris Community that are not within the scope of any
    other Community Group.
