Generally speaking, Mailman will send the set of moderators each a copy of the post, which should include directions on how to accept or reject it. Specifically speaking, the four moderators should come up with a plan, privately or publicly, on how to balance compliance, consensus, and efficiency. One approach would be to send to the other moderators "looks good to me" or "are they kidding", and then the second moderator can approve (or reject), if they agree with you. Or whatever.
