This is a draft of my proposal to remove defunct communities.  Dunno if 
I can reuse OGB/2007/002 or not, but oh well.  Feedback much appreciated.

OGB/2007/002 Community Group Cleanup

1 Synopsis & Background

The current sets of Community Groups and Projects reflect historical
inconsistency and have resulted as much from infrastructure constraints
as from strategic intent.  In today's governance, communities are broad
umbrella interest groups whose core contributors govern the communities
and elect the OGB for broader program governance, whereas projects are
focused around achieving a specific goal or objective and do not have
governance representation.

Both communities and projects have mailing lists and webspace.  As 
mentioned, communities have governance representation and projects do 
not.  Projects have source code repositories and communities do not.

This proposal aims to cleanup defunct community groups, where a 
"defunct" community group is one that has has little or no activity in 
recent months.

Active communities should also be given the opportunity to be 
reclassified as projects on a voluntary basis (if they wish to have the 
benefits of being a project such as SCM repositories).

2 Defunct Communities

The following is a list of communities proposed to be removed, with
justifications for why:

Chinese Users
         - Discussion list has only 3 new posts since 2007-01-21, none
          relating specifically to Chinse Users.
         - Activities for this community can be folded into the newly
          opened China Portal

Community Advisory Board (CAB)
         - CAB no longer exists, and discussion lists have been closed
         - Content should be moved to within the OGB Community, with
          proper URL redirects set in place.

GNU Solaris
         - No front page activity since 2005-06-14
         - No discussion lists

HPC Developer
         - Only two threads in their discussion list.
         - Little front page content.

Immigrants
         - Community wishes to be merged into the new "Advocacy"
          community proposed from the Marketing/User Groups/Immigrants
          merger.

Marketing
         - Community wishes to be merged into the new "Advocacy"
          community proposed from the Marketing/User Groups/Immigrants
          merger.

PowerPC
         - Entirely overlaps with the PowerPC project

User Groups
         - Community wishes to be merged into the new "Advocacy"
          community proposed from the Marketing/User Groups/Immigrants
          merger.

3 Undetermined

The following communities haven't shown much activity, but there is 
still some,so it's unclear whether they should be removed.  Further 
discussion would be advisable:

Databases
         - No front page activity/modification since November, 2006.
         - Discussions only have 4 new threads since February 2007.
