More or less.  Our meetings are open, and, except for occasional
bookkeeping errors due to the tools, the cases are openly discussed.

However, nobody outside of Sun can run sac_nextcase, edit the 'issues'
and IAM files, or do the other usual administrative activities
associated with licensees/interns/members.  The 'issues' file isn't
too much of a problem, as submitting issues by email is perfectly
acceptable, but the others are barriers to having real open
participation.
