If I'm understanding what Keith is saying, as of now, the Your position has been made very clear. So has mine. The board's is yet a third position, which is reflected in the record. And yes, I believe that record reflects clear intent: the web site infrastructure aspect has been removed from the Tools CG and added to the new Webiste CG.
