Well, what I meant is that the rules are simple enough (pick a
race, pick a class) that a person could reasonably figure them out. I
haven't actually seen the 3rd ed PHB but I used to play 2nd ed and anyone
who has will probably be able to fill in a lot of blanks from the SRD.

I know the OGL license doesn't have restrcitions. I was curious
if WotC would try to prevent someone from selling their own version of DnD
made from the SRD and their own fill in the blanks information. I heard
that 3rd ed uses a flat scale for level advancement, so it would be pretty
easy for someone to come up with that on their own as a leveling mechanic
for their OGL game based on the SRD.
