OK, here's an incredibly picky question.
The D20 guide says you may not "describe a process for applying the effects
of experience to a character." I understand the intent to be that this
covers how to advance in levels, in a general way.
What about spells, magic items or other game events that cost a character
experience points to cast, create, etc.? One might argue that describing a
new spell or something that requires a character to "spend" experience
points is describing "a process for applying the effects of experience."
Suppose, for example, I describe a room in an adventure where the PCs are
given the choice to give up a certain number of experience points in
exchange for something else -- perhaps a special power, or a one-time
benefit like re-rolling the next roll they fail. (I offer this as an
example since I think the trickiness is in using XPs as an element of the
game in a novel manner outside of the existing things like spells and magic
items.)
