Then you should check out (ie, join and contribute to <g>) the d20-xml
egroup. It's a great group of people who are working toward that very goal.
We could always use more help and input. :-) It's an open project looking
to establish exactly the sort of xml d20 data format standard that you
describe. When you join, make sure you check out the files section to see
what we've done so far. There should also be a FAQ in there as well as some
detail about the spec as it currently exists.
