Yes, using the really really basic rules document, a human raised in
elven society would be immune to sleep. And an elf raised among humans
would get +1 skill point per level.

Game balance, above all other concerns. It *shouldn't matter*, from a
rules-balancing perspective, what culture you pick. Just as there
shouldn't be any "killer combos."
I think it's apparant that the file needs work.
