Or possibly make spell-casting a certain level in spells a Feat. So
the Feat which grants access to 2nd level spells has the
requirement of the character being able to cast first level spells.

Another suggestion would be to give Feats a point cost, so that
when the DM gives out points, a character may use them to
increase skills or purchase Feats (Feats would have a much higher
cost than skills)
