As a couple of folks have pointed out, rolling "damage" to determine 
the progress of a character's skill use could take a bit of time; 
both real and game. So try using it in stressful situations.

Such as, for instance, the party rogue trying to open a lock. A cheap 
lock (DC 10) with corrosion "gumming up" the works (20 "hit points"). 
Given a dex of 16 (+3) and one rank of Lock Picking, "working" the 
lock is going to be easy, but with a standard set of lock picking 
tools (1D6 of progress per round), getting the damn thing open before 
the Evil Dark Lord's minions get there could be dicey.
