WARNING:I am not a lawyer. But I've been lurking among them for a while,
and, as I understand it, you don't need to sign or send anything. The
license states the terms under which anyone can use the logo, etc. Use
it in violation of those terms, and WOTC has the option of siccing their
20th level lawyers on you.
