yep. It says you have to use the content verbatim. Strictly
speaking, the license doesn't even let you delete duplicate entries.
It's easier, legally, than quantifying which edits are legal and
which aren't. They certainly don't want anyone to take

One possible solution might be line numbering the entire license. If you've ever seen a legal deposition or some types of computer debugging programs you'll know what I'm talking about. You could have a left column that's any not part of the license at all that provides a grayscale column to line number the license. Not being a per se part of the license it would never need to be copied. You could then have a line number designator to refer to parts of the license, up to and including Section 15.
