Well, color me confused.  I was pretty darned sure that the Open Game
License was by its own terms delineated as OGC -- hence, the copyright for
the license itself being the very first item that is listed in Paragaph 15,
before the SRD.  (And the SRD is NOT the "D20 SRD," precisely so that the
"D20" trademark would not be OGC by virtue of being in the Open Game License
itself.)
