Correct me if I'm wrong, but isn't Ryan Dancey one of the authors of the OGL?
I was under the impression he was more the force behind it than the author--that lawyers had been involved in the actual writing. Nonetheless, i stand behind my description of the grammatical state of the license, and if the person who authored it is capable of using semicolons, she didn't exercise that talent when writing the license.
