From what I can tell, Monte Cook doesn't actually seem to like his stuff to be OGC. A number of his books have frustrating and vague open content declarations.

Agreed. His PI declarations are worse: "...Capitalized names and original names of places, artifacts, characters, races,...feats, and abilities;..." (from AU).  So, what, pray tell, is an "original" name? Anything not in the dictionary? Anything that hasn't been used that way previously in an OGC context?  Does that mean that if i want to reuse the OGC feat
Using your great size and mass, you cause the ground to shudder.
Prerequisites: Size Large, Strength 19+
Benefits: The character can stamp her foot or slam her fist on the ground (as a standard action), causing it to shake.  All creatures smaller than the character within 10 feet must make a Balance check (DC 10 + stomping character's Strength modifier) or fall prone.
he really thinks i can't call it "Stomp"?

I concur that either he doesn't understand the nature of PI, or he doesn't want to give his work away so he's doing everything he beleives he can within the letter of the WotC OGL to restrict reuse of his stuff.  Which is really stupid, because it means that when i reuse most of his new feats, i'm simply going to retitle them all ('cause i "have to") and not cite their source out of spite (he doesn't want people to know when his stuff is reused, i won't argue with him).  [Not talking about the s.15, which i will of course keep correct, but i intend to do what i can to provide proper citations for all reused work, 'cause i believe the chain of derivation is an important part of open-content reuse.]
