Well I can only speak from personal experience. I attempt to ask
the permission of all people when I include their OGL'd work in a
publication, and I do exclude material when I am unable to contact
them. (In fact some contacts have led to the voluntary contribution
of additional materials...) But that's purely a personal decision
on my part, and I'm not doing this in a commercial capacity.

I could speculate that asking permission might lead to good "word
of mouth" for your company. The people you contact would probably
speak favorably of you in the future, and likely wouldn't be
bad-mouthing you in various forums. But I haven't seen much of that
going on, so it's probably not a significant issue.

Of course, I expect that anybody would appreciate a copy of the
publication containing their contributions. Who doesn't like gaming
freebies? :-)
