I think he's more perplexed about why there is a need for it, rather than 
speaking out of any sort of ignorance/fear.

I know a fair bit about the legalities of publishing, particularly in the 
online environment, and unfortunately, CC does place a middle layer of 
legal-stuff that in many cases probably isn't really needed. 

It's probably only out of fear of security that people think they need the CC 
licence.
