Yes.

doing so would require a whole new license if we add, drop, or modify a
Restricted Term.

In the D20SRD; imagine a section that says:

Restricted Terms:

Strength - ability; describes the physical power of a character

------------------------------

If you're using the D20 System Trademark License, you would violate the
terms of that license if in a product you had the following text:

------------------------------

"Strength means how much damage a character can absorb before dying".

------------------------------

If you were not using the D20STL, you could use that text without violating
the terms of the Open Gaming License.
