I don't know about NDA; but while you're waiting, you could start with the
FAQ link that Faust posted on another list this morning:
http://www.earth1066.com/D20FAQ.htm. I've been studying it today, and found
it cleared up a lot. Through the FAQ, I eventually found this unofficial
D&D3E site -- http://www.rpgplanet.com/dnd3e/index.html -- that has scoured
lots of mailing list posts and articles and Web sites to produce as much
unofficial information as I need right now.

While I'm eagerly awaiting better answers to your question, the stuff on
these pages will keep me busy for a while (at least during the time that
work, classes, and family aren't already keeping me busy).
