I'm working on a world to be published under the d20 license. According to
the "leading producers of d20 products" it would be classified as such: (I
think I've got it right)

Fantasy - Swords and Sorcery
Game System - New Races/Deities/Cultures
Core Systems Supported
Large Extensions - adds rules for magic additions and changes. (New divine
magic rules and spirit magic additions)

The problem I'm running into is this. Sure I can write adventures, work up
cultures, etc. However, without some actual "rules" in my hands, I can't add
any of the additions I want to add. And while I've got an idea of what I
want to do, until I find out how everything works together, it's kind of
hard to make the changes I want to make. I'm going to have at least 2 new
races, most likely 3. And while I can search the web and Noah's site for
tid-bits and rumors, nothing is concrete.

What it gets down it is this. Is anyone else running into similar problems?
