Actually, those requirements are to claim "Certified by Microsoft" and to 
use those logos specifically reserved for those programming companies that 
agree to be held to a higher standard - to use only MS approved API's for 
instance.

I can write a three-line program in assembly language and market it as  
"runs on Microsoft Windows".
