Yes. The d20 SRD is an OGL document (albeit a virtual document at this
point) that contains all the bare framework you need to build a game that is
compatible with 3e D&D. You can use it under the OGL to create a new book
of Prestige Classes and/or Feats, and if you don't mind a few extra
restrictions you can also use the d20 System Trademark License to slap a d20
Logo on your book.
