Well the Prestige Class contains Feat advancements, spell advancement,
hp changes, etc. Well almost all that show what you got when you "gain a
level". Its explicitly "effects on characters advancing in "level"". Of
course you still *need* the PHB because you don�t provide the XP chart,
but excluding this chart, Prestige class are almost 90% equal as
creating a new class.

For the "character creation" restriction portion for the d20stl, it in a
way refers to pages 4 and 5 of the PHB. Those pages explain in 12 steps
(from 0 to 11) what to do from before you roll up the stats, until you
are completed your character with all the minor details.
For the "advancement" restriction for the d20stl, pages 145 and 146
under "Level advancement" is IMO what it'd be refering to as well. This
explains what you do when you reach a new level.
Basically, you're relying on the player to consult the PHB in order to
know exactly what they need to do to create or adjust their character
for the higher level.
All this is from what I understand of the restrictions from the last
time this was brought up.
