I think the new version says you may distribute the license. Meaning, WotC is not acting as a gate keeper. I agree, without that permission it appeared that OGL stuff could only go out if WotC approved the use of the license. That was clearly an oversight. And note that the license is by its terms "perpetual," in my mind meaning that once something is produced under the license, WotC has no power to revoke the license as to that product. Second, even if superceded by another version of the license, there is a section allowing you to use the prior version under which your product was originally distributed.
