Unfortunately, legalese evolved because 'plain english' -- isn't. 

Statements such as "He has acute apendicitis" are harder to understand than
"He has a tummy ache" -- but are also more accurate. Legalese is complex,
but it's also PRECISE -- precise enough that it sets out boundaries which
can be obeyed. 

I advocate a detailed FAQ which serves the purpose of a 'plain english'
version, but with the legalese one remaining as well.
