I think what he's saying is that all monsters are likely to be in the SRD so
long as there is no feasible and profitable reason (from a WotC standpoint)
for them not to be. Just leaving the options open.
I too have a hard time imagining specific cases of where such might be the
case, but I would certainly examine every monster (and spell, etc.) on a
case by case basis myself, were I in their shoes, too.
