I would suggest the latter, on the assumption that 100% OG products will be
pretty rare.  I'd say that the mark would be usable on any item (or website)
that includes the Open Gaming License (or an OGF-"approved" equivalent, such
as the various other licenses mentioned as meeting the "open" criteria on
the OGF website).
