I can't tell if this is a troll or a serious question - my apologies if it's
a serious question.

If you can't figure out that the document is a >DRAFT< that hasn't been
released yet, despite the disclaimer >ON EVERY SINGLE SECTION< I don't see
how it could be more clearly presented.
