No.  It is required only that the open contents of the work be "clearly 
identified".  It has been accepted that an extension of the "clearly 
identified" standard is that the open material be "human readable" (i.e. 
can't be encoded or encrypted in any way).  There was some discussion of an 
ARCHIVE of all open material, but that is a monumental task and will likely 
be a long time in the making.

So, for now, if you want to include Open Material in your own work, you must 
BUY the product and scan it.
