If you're asking "why don't developers use the GNU FDL?"
-one reason is the SRD will be released under the OGL

Despite all the "shut up" and "get a lawyer" talk, I think 
there is room for a variety of people, projects and opinions.
I encourage you to work with the SRD when it is released since
it really does facilitate reuse in a "freely modifiable and
distributable" sense.
