But once it's on the WotC website--that means it's under the OGL for real,
because they own the copyright on it.  Which means now it's "OK" for it to
be on the OGF website.

Indeed, I can now put it on MY website, so long as I include the license.

I can't imagine why one would want it released any other way.  I mean, if
someone is handing out free drinks, I'd like it to be the actual bartender
rather than someone who claims, however convincingly, that the bartender
told him it was OK.  Having it on the WotC website makes it all completely,
absolutely, and now irrevocably legitimate.
