You could take the core SRD and design a set of science fiction rules
for it. You could use the concept of 'Life Points' and 'Stun Points', or
the use of psionic powers defined by mixing feats and skills. You'd need
to be careful to rewrite all the rules in your own words and not come
close to Lucas trademarks. Once these rules have been written, they
could then be released under the OGL.

You cannot use terms like Star Wars, or any other trademarks. The D20
STL grants a limited right to say "This game requires the
Dungeons&Dragons Third Edition Player's Handbook", but it grants no
other rights to any other trademarked terms (except as may be explicitly
noted).

I would very much like to see the opportunity for D20 developers to
submit modules to be included with the SRD, such as "Alternative Damage
Systems", "Alternative Armor", etc. Ideally, the maintainers of the OGF
web site and the SRD (or volunteers associated with same) would create a
standardized system, so that, for example, someone could say, "This game
uses Standard Rules, except for Psionics Rules Variant 2 and Armor
Variant 3.1a".
