Please tell him to put away the Manual of the Planes RIGHT NOW!

All right, after he has done so: this idea has a lot of precedent, so I
doubt that Wizards can claim any ownership rights in the idea itself. But if
he proceeds down this path -- especially after acknowledging here that he
got inspiration from Wizards -- he needs to bend over backwards to flesh out
the idea himself, with no sign at all of anything that looks derived from
the Manual of the Planes. I'm sure he can do so, but he will have to be
careful.
