This is only true of Federal Government publications by the way.  State
publications have copyrights held by that state's government.

  IIRC, anything published by the U.S. government printing office that is
publicly distributed (i.e., not classified or otherwise distributed solely
to
government offices) is public domain, including Govt. Codes, manuals,
reports, etc.
