That's the point of Safe Harbor, actually.  You don't *NEED* to be 
tested, as long as those you derive from don't want to test you.  And if 
they do, you have a rather painless way to get out of the whole thing.

IANAL, but if I needed one to release a free-sum product with the OGL 
then the OGL would be broken.

P.S.: (please ignore, just a disclaimer.)  Now, I'm not saying that a 
lawyer isn't a good thing, or that a lawyer isn't necessary when I want 
to, oh, make money, have a not-100% product, or if I want to ensure the 
value of my IP--but if I just want to play around with rules and release 
them on the 'net, I shouldn't have to worry about a lawyer. Paying 
attention to people who tell me when I'm messing up the OGL, yes.  A 
lawyer of my own--no.

P.P.S.: And all of the above is "should."  If I had the $ to spend, I'd 
get a lawyer.  Of course, if I had the $ to spend on a lawyer, I'd just 
publish something and make some real money....
