My first instinct was to say "You can do that anyway, because we don't

Not copyright, but possibly trademark.  While the two words may be
common words, the combination of the two could potentially form a basis
for a trademark.  Consider "Forgotten Realms", two common words that
together form a trademark.  Consider also "Dungeon Master", two other
common words that together form a trademark.  The more unique, or
creative the words, the more likely you can get a trademark.  Another
example is Hekaforge's "Lejendary Adventures".  They used a "j" in the
name, primarily so that they could trademark it.

I'm no expert, but I'm not sure why you *couldn't* reference the title.
For the same reason, I can technically reference "Player's Handbook"
(but not "Dungeon Master's Guide) in a work I publish under the OGL.

You can't reference "Dungeon Master Guide" because Dungeon Master is a
trademark.  "Player's Handbook", like "Psionics Handbook" are not
trademarks, therefore, like Ryan mentioned in a previous message, you
can reference them.

It's all about trademarks.
