Nope. The SOAP methods are never distributed; the code of the SOAP method shouldn't have to comply. This is, however, where the rubber hits the road as far as the FSF is concerned. They realize that distributed applications using RPC creates a loophole to avoid the GPL. They maintain that procedure calls, regardless of the invocation method, create derivative works of the whole. My opinion is that they are wrong, because the implications to copyright if they are correct is horrendous (example: every web site your browser links to would create a derivative work of the web server, the page, and the web browser). From a licensing standpoint it would probably kill the web.
