i'll assume that Mark will respond on his own, but here're my problems with it:

it is non-infectious: i can base a work on open content, and portions 
of my new work may be closed, thus not contributing to the community

it doesn't require it to be practical to reuse content: while it 
requires you to make content open, it isn't necessarily easy for 
others to actually reuse that content.  if i want to reuse all the 
open spells from Relics & Rituals, frex, i still have to retype or 
scan&edit all of them.  which, for me, means that, combined with the 
elements that i either need permission for or can't use at all (the 
closed content and PI mixed in with the OGC parts of the spells), 
makes it not worth the effort.  so far, the only OGC i have reused 
has been digital stuff, because it's actually saving me effort by 
reusing it.  if i'm going to have to type it up myself, i may as well 
create it myself, too, because the actual writing of something is the 
hard part (IMHO), not coming up with it.--10% inspiration, 90% 
perspiration, as they say, so if i'm only being saved the 10%, i'll 
just write it myself and not be limited by someone else's work.
