As I was going about my holiday, a plausible working definition of a 
"game rule" came to me, that I believe would be sufficient to denote 
rules in roleplaying games affected by an open-gaming license.

"Game Rule: Any instruction within the work to roll dice, or to consult, 
alter, or append to a character sheet."

"Character Sheet: The permanent record of a character."


Any thoughts on what's wrong with these, or am I actually having a good 
idea for once?
