Personally, I don't think that would be valid.  I am under the
understanding (and it might be wrong) that a complete OGL has to accompany
each work.  Now, from the FAQ the Ryan posted, you can have 1 license for
the entire site, but if any part is to be d/l'd by itself, then it needs a
full copy of the license.  I know with web sites, you can use server-side
includes and databases to cut down on the amount of actual code you have to
pound out, due to reuse.
