I can say that it definitely includes anyone who produces hard/soft covers
for sale.  It probably also includes anyone who has "General Membership"
status with the GPA (www.thegpa.org)

The problem with "non-commercial" publishers, is that it gets really
difficult to tell the difference between a legitimate group that is putting
things together on a regular basis (like the FaNCC) and someone who is "just
a guy that wants to get a free copy of stuff to share with his friends, and
happens to have a website up."  There are similar problems with "start-ups."

I believe it will probably have to come down to someone having to
Approve/Disapprove each individual request to be included, that does not
clearly come from a commercial publisher.  But this is exactly the type of
thing that WotC doesn't have the staff for at the moment.

I'll keep everyone here informed, but it may be a few weeks before WotC has
the time and resources to dedicate to solving this problem.
