Well, for this specific case (who is permitted to join the d20 Modern list) the definition is simply whoever Anthony V. chooses. Personally I have no problem with that definition, since there's no reason WotC has to have such a list at all. They could just make everyone wait until d20 Modern is actually published. They could selectively choose a couple of publishers they trust to make modules so there's such product available when the core book is released. Any complaints will ring on my deaf ears, since there isn't a single person who can make a claim that they deserve to be on the d20 Modern list. As far as for establishing real criteria for membership on the d20 Modern list, I'd actually suggest a requirement that all potential members produce some evidence that they will be publishing material within a time frame (say before May 03?) that will be based on the d20 Modern book and therefore they need to see the material before it is actually available to the public in November(?). Remember the only reason WotC has for even having such a d20 Modern list is to facilitate the creation of supplementary products that will help increase the sales of the d20 Modern core book. Not sure what exactly to require to prove intent to publish, but I think that would be a reasonable requirement. And I recognize that this would probably leave a number of people who want to be on the list out in the cold. Heck, it leaves me frozen in a chuck of ice buried under a glacier. Modern/sf material is the reason I first came looking at d20, so I would really love to see this material asap.
