sounds more like a backbone connection problem
There are a couple of major internet backbones across the US, and
if the links between two of them go down, then boom! you get this
type of scenerio.
I work for a software company, and we have users connecting to us
via internet all the time (part of the software), and early this year,
there was a problem like this, but the users didn't really understand
why we could not fix it..... :)
