What I am hearing is that I _CANNOT_ then put the sentence: "Horses are a race of fast running plain dwellers." In any other book unless it is owned by Wizards or has the OGL attached. The question is not one of stopping re-use. Anyone can go to the SRD to get the info on Elves and anyone can go to my OGL production and get the info on Horses. Your first line is incorrect, it should read something like this: xx% of Players Handbook + OGL -> SRD Thus those with a seperate licensing agreement are getting to use the (100 - xx)% of the players handbook that is not in the SRD as well.
