That is indeed the sticking point. A very literal reading would say your friend is right. And usually in legal matters, a very literal reading is the safest way to go. Probably safest here as well. But Ryan has opined (still searching for the message) that it's OK to omit the redundant information. I don't think anyone here disputed this.
