This is pretty common in corporate settings that use Outlook with Microsoft Exchange. In fact, it could be a default setting. If anyone is using Outlook, you can override this behavior by going to View:Options (View menu, Options item) in the message window (while writing the email) and unchecking the tracking options for that particular message.
